Issue Summary

Transition issue action by "Selecting a specific transition" option causes the page to go unresponsive (or respond very slow) in an instance with a lot of workflows.

Steps to Reproduce

1. Create an instance with a bunch of workflows (real time customer environments can have 10s of workflows)
2. Try creating a project automation rule as below selecting the "Selecting a specific transition" radio button:
3. Click on "Select a transition" dropdown:
   

Expected Results

Only the transitions available in context of the issue type(s) associated workflow(s) are loaded

Actual Results

It loads all workflows across the entire instance causing either the drop down options load slow or the page to go unresponsive

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
