Issue Summary

Whenever you accidentally create or decide to retire a rule label, there is no option to remove it through the UI.

Steps to Reproduce

1. Create a rule label.
2. Remove all the rules from that label.

Expected Results

• The label will be marked as unused and an option for its removal will appear.

Actual Results

• The label is marked as unused but there is no way to remove it.

Workaround

• Currently there is no known workaround for this behavior. A workaround will be added here when available
