As you know, Tempo is also a commonly used plugin. Like most Jira customers, we also use Tempo teams to set team structure on Jira projects. (a custom field named "Team" is used in projects and set from the list of organizational tempo teams) 

So when we assign an issue to a team (namely Tempo team) we don't have an option to send an email to team (active team members) using Automation for Jira. It would be great to have such a feature
