Problem Definition
The Multiple issues events trigger lets you choose various different events to run an automation rule based off of (Issue created, Issue assigned, Issue Closed, etc). However it does not include the "Manual trigger" option. Perhaps this is intentional as the Manual trigger is technically not an issue event.
Suggested Solution
Permit the Manual trigger to be one of the options in the multiple issue events type trigger
Why this is important
Simplifies the number of rules, prevents users from creating nearly duplicate rules
Workaround
Currently, you would have to clone the existing multiple issue events rule and then change the trigger. Not ideal as it creates additional work to update later on
