Summary

We want Jira Admins to be able to restrict the visibility of Global, Project and Multi-projects Automation Rules to specific groups or users — even excluding Project Admins who would otherwise have read-only access to them.

Motivation

Some notification actions may have token/auth information that the Jira Admin doesn't want Project Admins to access.
