jira admin permissions doesnt been activated

      we changed the permissions for user shmulikbl@tnuva.co.il to be an admin user and we add his user to admin group but he still cant see the admin menu

      the same with my user nitzan@itcb.org.il - we changed the group to the hghest so i can do bulk changes and see the xray importer but i still cant see it.
