Jira API allows creating work items with components from different projects.

      1. create two projects P1 and P2.
      2. add components to both P1C1, P2C1.
      3. create a work item in P1, you will only see P1C1.
      4. look up the ID of P2C1, use the API to create a work item, specifying the ID of P2C1.

      Result:

      • work item in P1 is created with component from P2.

       

      Note: I've reached a bunch of deadends trying to file this as a bug, so I don't know where this is supposed to go.
