I want a user condition for non-issue entities

So I can detect actions by specific users.

Acceptance criteria (AC):

• The user condition can be used with events that do not have issues, such as a Version Created or Sprint Started
• The context of the user condition can be selected: trigger, issue, etc.

Business case:

There is currently no way to detect a user condition for non-issue entities.  The only work-around would be to artificially associate an issue as a link to the non-issue entity.  This work-around will not help in cases where no such issue exists, such as Version Created.
