Unable to create new work item type at subtask level for team-managed projects

      I can't create a ticket for Jira Cloud, which is super annoying, I'm sure this is in the wrong project, please move accordingly.

      1. I have the correct access and permissions
      2. I can create a new work item type for company-managed projects
      3. When I have the subtask level selected, clicking on Add Work Type creates the work type at the task level
      4. I do not have an ability to drag and drop or otherwise move the newly created Work Type to the correct hierarchy.
