When creating a issue in a team managed project using "+ Create" button it is not possible to send it directly to the board. The issue is created on the backlog and you have to either manually sent it to the board or set up an automation that will send all issues that meet the automation trigger. The user should have the option to make this choice for each new work item he creates.
