Summary
When automation rules fail and send "notify on error" emails, the links provided in the email notification direct users to global automation pages that are only accessible to system administrators. Regular users and project administrators receive emails with links they cannot access, making it impossible for them to investigate or understand the automation failure.
Current Behavior

- Recipients who are not system administrators receive a "permission denied" or cannot access the linked pages
- Users cannot determine which specific project or context caused the automation failure
Expected Behavior
Users should receive actionable email notifications with links they can actually access, such as:
- Option 1: Links to project-specific audit logs if the user has project administrator permissions
- Option 2: Links that redirect to an accessible view showing relevant automation information
- Option 3: Email content that includes sufficient context (project name, issue key, etc.) without requiring external links
- Option 4: Different email templates based on recipient permissions
