As a Jira admin, I want to allow users to A4J rule impersonation permissions to be able to select from a specific list of "pre-approved" users as the rule actor

      Problem Definition

      With the implementation of Restrict rule actor impersonators, a user with the Impersonate users in A4J global scope or Impersonate users in A4J project scope will be able to choose from all active users as the Rule Actor.

      While this provides some benefit of being explicit about who can impersonate other users, it doesn't really give the "impersonators" to be informed about which rule actor should they choose since they can choose any random user and the rule might fail if that actor user doesn't have the necessary permission on the project to take the action the rule needs to take.

      Suggested Solution

      Along with "Impersonate users restriction", please add the ability to sort of "allow-list" a group of pre-approved users that the Jira admin can create and users with impersonation right can only choose a user from that "allow-list" users as the rule actor.
