Issue Summary
From https://blog.codebarrel.io/permissions-for-project-automation-7e17c5c8cbb3, users who are given project admin role should have permission to edit rules. However, if the rule is associated to more than 1 project, then this user is not able to do any edits eventhough the user is admin for all those projects.
Steps to Reproduce
- Define a rule with scope for Proj_A and Proj_B
- Ensure that User_A is not a Jira / Global administrator.
- Give User_A project administration role for Proj_A and Proj_B.
Expected Results
- User_A is able to edit the rule.
Actual Results
- User_A is not able to edit the rule
