Problem Definition

Currently, the option to "Create Template Rules" gives the impression that Jira admins or Project Admins can create actual Template rules that can be reused. However, "Create Template Rules" button just creates two default rules and gives no ability to create more templates.

Instead of calling them templates - those two rules are more of a couple of "sample rules". Coming from a Jira background Template may mean something admins can manage based on their requirements.

Suggested Solution

Add the ability for Project Admins and Jira admins to be actually able to create/manage Template rules that can be reused.

Workaround

Create a Label and create disabled rules in the label and then copy the rules from this Label to create Active rules.
