Jira Administrators/Jira System Administrators who are also Project Administrators can create automation rules, but cannot create template rules

      Issue Summary

      Jira Administrators/Jira System Administrators who are also Project Administrators can create automation rules, but cannot create template rules.

      The creation attempt ends up with spinning wheel and no rules are created. There are no warnings / explanation messages displayed in the browser.

      Steps to Reproduce

      1. As a Jira Administrator/Jira System Administrator user, navigate to Jira Administration > System > Automation rules > Global Rules > click on the three dots (...) at the top right corner > select Global Configuration. > under Permissions section, uncheck the option "Allow project administrators to manage project rules".
      2. Open any project in which the Jira Administrator/Jira System Administrator user is a Project Administrator and go to Project SettingsAutomation and click on Add template rules button.

      Expected Results

      The template rules are added to the project rules:

      Actual Results

      The Add template rules ** button shows a spinning wheel and nothing happens:

      The HAR file and application log indicate a 403 Forbidden error, with no clear explanation on what went wrong.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
