Allow admins to provide a short text description for Automation for Jira components to facilitate maintenance

Problem

When you create complex rules with several instances of the same component (i.e. "Create Issue") it's not possible to differentiate between them without actively clicking on the component.

Another example would be when you use "Send Web Request" action with a specific goal that may not be clear without analyzing the payload.

Suggested Solution

The suggested solution would be to add the option of adding a comment or a title on top of a component.

Why This Is Important

It would greatly facilitate maintenance of complex rules and allow admins to add the right information where it needs to be.
