Make the A4J edit panel a floater that follows you while editing a long rule

It is recommended to consolidate rules as much as possible where it makes logical sense such as off a common trigger.

However, the UI doesn't support this well.

As a Jira user, I want to have the edit panel float with what I am updating so that I don't need to continually scroll to the top to edit and then scroll down to select the next element.
