Capability Planning View - Decrease Decimals on Member Weeks

      Issue Summary

      On the Capability Planning View, the "Member Weeks" estimate can potentially end up as with up to 5 decimal values.  That level of precision is not necessary for this field, is distracting, and causes readability issues.

      Please change this to round the member weeks estimate up to, at most, a single decimal place.
