Program room - Widget action + Allow item creation when permission to add is off

Issue Summary

In the program room, the widget action are not customizable and the + (ADD) action button would be visible even for users who do not have ADD permission for the item level.

A user who do not have such permission would still be able to get access to the creation panel, and in some events.
In most cases the user will be able to fill information but will not be able to save. In some other cases (Program room>Risk) the user will be able to move forward with the item creation

Steps to Reproduce

1. Have a user A where ADD permission for all items (Risk, Impediment,Objective, etc.. ) Is turned off
2. Log as this user A to Jira Align and access a program room
3. Go to Impendiment, Risk, or Objective widget and select +
4. Observe the creation can be made

Expected Results

TBD By PdM, but either the + Button should not appear in Program room if Add permission is not enabled (as in Team room), or the creation panel should not open if the permission do not allow it (+ button ineffective)

Actual Results

The + button opens a create item panel, and in some circumstances (for Risk) will allow the creation even if the user do not have ADD permissions

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
