PI - Add/Save toggle doesn't allow to Add/Save

Issue Summary

This is reproducible on Data Center: (yes)
By enabling the Add/Save toggle for Program Increments in the Roles System Access Controls, it doesn't allow the user associated with the role to Save the PI. To save, you should enable the Add/Save toggle.

It looks like the Add/Save toggle has no functionality.

Steps to Reproduce

1. Go to Administration > Roles
2. Select a Role
3. Expand your Portfolio, and look for Program - Increments
4. Leave only the Save toggle enabled
5. Go to PI view and try to update a PI
6. The Add/Save button doesn't show

Expected Results

The Add/Save toggle should enable the Create and the Save button when creating/updating a PI 

Actual Results

Neither the Create nor the Save button is enabled when updating a PI.

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
