Issue Summary

In the Forecast report, Epics > Agile by Program view, any Program with no teams assigned displays capacity but the program name is hidden.

Steps to Reproduce

1. Create a Program with 0 teams assigned
2. Check the Forecast report > Agile by Program
3. No name is displayed for that Program.
4. Assign a team to that program
5. The Program name now displays

Expected Results

All program names will display, or programs without teams will not be assigned a section

Actual Results

Every program is listed but for any that have 0 teams assigned, their HTML shows

Which hides the team name

Workaround

Assign a team to the program to have the name display
