Program Tracking report: Multi-team dependencies not rendered in a usable fashion in the UX

      Issue Summary

      The Program Tracking report with multi-team dependencies may be unreadable and may spill over the Epics and features section.

      Steps to Reproduce

      1. Create a dependency for multiple teams (that depends on a least 2 teams)
      2. Go to the Program Tracking report
      3. Select the necessary Program and Program Increment in the tier1 configuration or the report dropdowns.

      Expected Results

      The multi-team dependencies are rendered properly without overlapping the other sections.
      Hovering on the tile will render the tooltip box.

      Actual Results

      The multi-team dependencies are not rendered properly and may overlap the other sections.
      Hovering on the tile will not render the tooltip box and you will see the HTML tags '<table><tr><td colspan='

      Currently, there is no known workaround for this behavior. A workaround will be added here when available
