Theme: Character length field validation limits the number of Programs and PIs that can be added to a Theme

      Issue Summary

      Program and Program Increment fields for a Jira Align Theme allow a finite number of Programs / PIs to be added before presenting a Text length exceeded error. For example:

      Programs: Text length exceeded - 500 Characters

      Steps to Reproduce

      1. Navigate to Portfolio > Manage > Themes
      2. Create a new Theme
      3. Populate the 'Programs' field with enough Programs to exceed the character limit
      4. Click Save and observe the error

      Expected Results

      Jira Align should not limit the number of Programs or PIs assigned to a Theme.

      Actual Results

      Jira Align limits the number of Programs assigned to a Theme and does so based on character count.

      Workaround

      Use API 2.0 Themes PUT operation to add additional Programs or PIs into the Theme.
