Issue Summary
In a program room, some features do not get a progress indicated even if it's accepted/completed. This behaviour is observed when a feature does not have any assigned or completed stories under it.
This is confusing because there are cases that features do not have stories all (ex. just acceptance criteria).
This is also not consistent with the story progress bar in program rooms. It turns green once it's accepted even without tasks under it.
Steps to Reproduce
- Navigate to the program room
- Select a feature without any child stories and change the state to accepted.
- Observe the features progress bar.
Expected Results
The progress bar should turn green for that feature because it's already accepted.

Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available
