Imported attachments from Mantis tickets are corrupt

      The Mantis migration process succeeds, but all the attachments are corrupted: they have a size of 0 bytes, and the author does not resemble the original Mantis author. Instead, the author in JIRA is the person who ran the import.

      This issue is a follow up to JIM-1056, where the import previously failed due to the attachments.

      This issue needs to be fixed if we want to go live with our JIRA instance, which is early next week. Please support. Thank you.
