Issue Summary

Currently, Guest users accounts are by default added to the default external user policy and there is no way to add them to a secondary policy.

Expected Results

Admins should be able to create a secondary external user policy for guest users and be able to add guest users to it.

Actual Results

Guest users are not searchable in the secondary external user policy. They become searchable as soon as a "user" role is granted to them (Licensed user)

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
