Allow JSM users that only have the customers role to authorize OAuth apps

      Background

      JSM customers who only have the Customer role in a given instance can't authorize OAuth apps to access that instance.

      Suggestion

      As these users can access the Rest API using a scoped API token, it would be beneficial also to allow them to use OAuth apps to interact with specific endpoints, such as Get customer request by id or key
