Ability to modify scopes of API Tokens

      Issue Summary

      As of now, it is not possible to modify scopes on an existing API token for both Personal and Service accounts. 

      Modifying scopes requires creating a new token/credential with the desired scopes.

      Expected Results

      Include options to edit API Token scope

      Actual Results

      There is currently only option to revoke tokens.

      Workaround

      Workaround is to create a new token with required scopes.
