Notify admins when a new unverified account is added to our Jira instance

      Issue Summary

      Currently, when unverified accounts are added to Jira instance, admins are not notified to action upon this and have customer take action. 

      Steps to Reproduce

      When a user sends an email from one of the approved domains, the system tries to create an Atlassian account for them. 

      Expected Results

      Account should be created

      Actual Results

      The Atlassian account created needs email verification from the user hence the request is stuck at pending verification status.

      Workaround

      Customer needs to verify the account
