Add manage:org scope to the options for creating API token with scopes

      Summary:

      Currently, when we create API token with scopes manage:org scope is not available to select.
      This causes an issue while trying to run any of the endpoints listed in the User Management REST API.

      Suggestion:

      Our suggestion is to add manage:org scope to the options for creating API token with scopes
