Issue Summary
Currently, when an Org admin attempts to deactivate a managed account that has active unmanaged cloud subscriptions (external sites that are with the Free plan - Discovered Products), the org admin gets an error message that it's not possible to deactivate the account due to the following error message:
"This account is one of the billing contacts, technical contacts, or both for one or more products".
Steps to Reproduce
- Get any of the managed accounts that are active and have unmanaged cloud sites owned as a billing contact.
- Attempt to deactivate:
- Directory > Managed accounts.
- Show details > Deactivate account.
Expected Results
Successfully deactivate accounts.
At least be able to easily replace the billing contact without adding more friction on the process for deactivation, or opt for the forced deactivation. This is a security concern for customers.

Workaround
You will have to add yourself as the Org admin of the instance the account owns. After joining as Org Admin:
- Add yourself as a billing admin.
- Remove the account from the Billing Admin role in the Organization.
- Remove the org admin role from the account.
- Deactivate the account now.
