Issue Summary

When suggesting changes to only a user's full name(leaving the change email address input box empty), the email notification received by the user contains an incorrect redirection link. Instead of directing the user to the intended profile and visibility settings page, the link takes them to the email management page.

Steps to Reproduce

1. Go to admin.atlassian.com.
2. Click on the Directory section.
3. Find the User: Under the Users section, locate the user profile you want to suggest changes for full name.
4. Suggest Changes: Suggest a change by altering only the user's full name, leaving the email address input box empty.
5. The user receives an email with a redirection link.

Expected Results

The email should redirect the user to the profile and visibility settings page https://id.atlassian.com/manage-profile/profile-and-visibility 

Actual Results

The email incorrectly redirects the user to the email management page: https://id.atlassian.com/manage-profile/email?suggestChangeDetails=true 

Workaround

One can simply click profile and visibility tab when they are redirected to email page
