More granular control of user API tokens

      It would be nice to have more granular control of API tokens, such as allowing admins to specify who can create user tokens based on role, group, and site, for example. This would allow more specific controls directly at API tokens. 

      Controls regarding setting a rotation for the token or an expiration period would be nice as well.
