Issue Description:

If we have an approved domain added without any product access but the "Any Domain" setting has that product configured then the user can gain / request access to the product.

Steps to Reproduce:

• Go to Admin hub -> Products -> User Access Settings
• Configure approved domain xyz.com settings to have No access to any product
• In Any Domain settings, we have set to provide Jira Software access with Admin approval.
• Try to join the product and observe the behaviour. 

Expected Result:

User should obey the configuration defined in their approved domain.

Actual Results:

User gains the product access as "Any domain" options are taken into consideration.
