Approved domain configured with No product access then precedence is given to the product access configuration in "Any Domain"

      Issue Summary

      If we have an approved domain configured with No product access then precedence is given to the product access configuration in "Any Domain". 

      Steps to Reproduce

      1. 1 domain example: xyz.com
      2. 1 site and let's say we have Jira Software product in it.
      3. In user access settings we configure approved domain xyz.com settings to have No access
      4. In Any Domain settings, we have set to provide Jira Software access with Admin approval

      In the above situation, when the user tries to join the site they are able to request the admin to approve their request because it seems that the rules for the Any Domain option come into the picture despite the approved domain xyz.com having set to not provide the access to the product.

      Expected Results

      If we have an approved domain defined to not provide any access to the product then it should follow those rules and should not fall into the Any Domain configuration

      Actual Results

      If no product access is added then it should not take precedence of the rules configured in Any Domain

      Workaround

      Set the product access in Any Domain as "None" and then add specific domains with respective product access.
