Improvements in user sign up process: Create user atlassian account post email verification

      When a new user sign's up and enters their email then their Atlassian accounts gets created first. This user creation should happen post the email verification during signup's. 

      Due to above scenario, in case of human error the user appears as "unverified" if the organisation has claimed its domain.
