Issue Summary
When unmanaged users attempt to update an email address, if the destination email is already linked to an existing Atlassian account, there is no error message indicating the conflict.
Steps to Reproduce
- Visit https://id.atlassian.com/manage-profile/email from an unmanged account
- Enter an email address that is already associated with an Atlassian account.
- Click the "Save Changes" button.
Expected Results
An error message should appear indicating that the email address is already in use.
Actual Results
Instead of an error message, the UI incorrectly states that a verification email has been sent to the new email address.
