Description

An organization admin may face a scenario where they need to bulk add unmanaged users from different email domains(who may not have Atlassian accounts) to their Organization without product access. 

He can achieve this in the UI by the below steps.(screenshot attached)

1. Click 'Unselect All' in the user invite screen so that product roles are set to none.
2. In the Group membership, he can assign them to any group which doesnt have product access.
3. Add email addresses( upto 100) in the Email addresses field.

However, this can be error-prone if it is done by inexperienced users. Also,there is no way to enforce the same.

Suggested Resolution

Provide an option for Org admin to bulk add unmanaged users without product access. This can be a separate screen to invite such users or a central configuration option where the invited users do not get product access by default.
