Currently, its not possible to disable the Welcome emails sent to user after granting Product access. Disabling product email notifications will not disable welcome notifications.

This is important for customers migrating to the cloud as it sends notifications to users while they are in the testing phase and this will be an issue with testing even in the SandBox environment.
