      Currently, creating user in Confluence Cloud is only possible if you also have JIRA Cloud.

      Suggested Solution

      Provide a Confluence Rest API to create a user

      Use Invite a list of emails to the site (EXPERIMENTAL)

            If/when a feature for creating or inviting users is available in a non-experimental API it will probably need to be able to distinguish between guest users and regular users.

            If guest users are supported by the API then support will need to be added for assigning them to a space because inviting a guest user consists of [3 steps|https://support.atlassian.com/confluence-cloud/docs/invite-guests-for-external-collaboration/,] the last of which is assign them the space they will be allowed in.

            Interestingly, I am testing the Jira REST API to create user in the Jira. Once I created the user with the Jira REST API, the user can also access the confluence. I am not sure it is a bug or not 😅😅

            Hi Team, 

            I am surprised that no one has even been assigned to this ticket yet since it was created in 2017.

            We don't want you to implement a completely new feature, we just want you to create an endpoint for an operation that already exists.

            I don't think it will take that long to implement if you decide to support it.

            This ticket refers to adding Confluence users, but I think it would be ideal to have a create user API in the user management rest api.

            Please listen to your users once again.

            This is a key functionality for anyone with an automated on-boarding process.

            It should not be difficult to implement considering that the API endpoint already exist for Jira.
