On SCIM enabled organisations:

• Lock the ability to edit Language and Timezone on https://id.atlassian.com/manage-profile/account-preferences when valid attributes are present on the SCIM record associated to the Atlassian Account to prevent the user overwriting this data.
• Unlock the ability to edit the Language and Timezone attributes under https://id.atlassian.com/manage-profile/account-preferences if SCIM record contain empty values for these specific attributes
