Allow organization admins to "Create initials avatar" for users

Problem Definition

Organization admins cannot generate new initials avatar for their managed accounts

Suggested Solution

Allow organization admins to navigate to a managed account profile, click the profile photo of a user, and then click "Create initials avatar"

Why this is important

While users can themselves recreate their initials avatar, most are unaware of this feature and simply have whatever initials avatar was first generated for them when their account was created. This can lead to confusion later as people changes their names, but their avatar does not update.

Giving organization admins this ability allows them to quickly resolve confusion without having to ask users to perform this update themselves.

Workaround

Ask users to navigate to https://id.atlassian.com/manage-profile/profile-and-visibility, click their photo and then click "Create initials avatar"
