The global date, date-time, etc. format string should be available via the REST API (for any user, not only admins)

      Summary

      It would be great if the REST API get date and time format via keys:

      • jira.lf.date.time
      • jira.lf.date.day
      • jira.lf.date.complete
      • jira.lf.date.dmy

      or any REST API to to get the date-time format be available to regular users as well aside from admin
