Ability to set and get user properties using REST API

      Adding such feature to manage user properties using REST API would be beneficial. Retrieving the information would be as well.

            I would like to be able to update a user's properites. Right now we have a user whose full information is not being returned in a REST API call for worklog data.

            I would like to be able to fetch the User Properties from the REST API.

            As for now we want to retrieve a user's phone number that is added as a user property, but it's not accessible in the API
