Issue Summary
Ideally, we should have a way to hide buttons to invite new people for unauthorized users (other than admins) if users have opted to 'Don't Allow Invites' in their User Access Settings configuration. Users may believe they should be able to invite users through this method, and consequently this could sound like this functionality is broken.

The user requests to remove the option Invite people to Jira which is currently non-functional after rolling out the changes according to the FR mentioned above.
Steps to Reproduce
- Go to your Site Admin page -> User Access Settings -> User Invites and disable all 'User Invites' options.
- Ask a not admin User to enter a JWM Project, and clicking on "List" tab. The following screen will be shown:
3. Click on "Add People" button (arrow shown in the picture above), and try inviting a new person to your instance.
Expected Results
It shouldn't be possible to invite new users, therefore this button should be simply hidden from the end-users, avoiding any kind of confusion on their side.
Actual Results
The button is displayed regardless if you're an Admin or not. Users will eventually try to use this button and will think this functionality is broken.
Workaround
There is no Workaround possible, however, you can implement a message informing them this action is not possible. This is described on this documentation.
