A system user was created to help with data migration from Jira Server/Data Center to Jira Cloud where Forms were used. This system user is called Proforma Migrator and is available for site and org admins to view. 

Customers are concerned about not being able to edit, suspend or remove this user. They are also concerned because they do not know why this user was added to their site with product access. Billing concerns were also raised. 

Most system user are hidden from the UI, it would make sense to hide this one as well.
