Users with the same name having access to the same products can cause confusion to other users/admin when using the mention feature or granting permissions to content.
If both users with the same name chooses to restrict their profile visibility setting and only expose their public name, there is no identifier to differentiate between the two. In such situations, organization admins can also not control the profile visibility of for an external users.
Suggestion
- Provide a way to distinguish two users with the same name. ie. expose the user's domain, email address or provide a way for admins to configure an alias for the users.
- For external users collaborating with an organization, org admins should be able to choose to expose the external user's email addresses within the scope of their organization's products.

Just show e-mail address to everyone with project permissions to work on issues and you are good, no rocket science here, no problems with GDPR
