Ability to restrict @mention users only from the specific Security level when the Issue security is applied

      Problem Definition

      We do not want to see users in the dropdown who are not part of the issue security. Our users tend to @mention users those who are not part of the Issue security level which does not notify that person and creates confusion.

      Suggested Solution

      Please restrict the user search list based on the roles/groups set in the Issue security level or at least show some warning that the user will not be notified because of the issue security.

      Why this is important

      Users are not aware if the issue is locked for others and they try to @mention the unintended users. As an admin, i would like to restrict that to avoid unnecessary confusion.
