Enhance the suggest changes feature to allow changing the profile photo

Problem Definition

The suggest changes feature present inside the user administration part of Cloud instances only allows suggestions for the name and email. This should extend to profile photo (and all other user details for that matter).

Suggested Solution

Enhance the feature so that the profile photo can be suggested for updating, allowing the admin to upload a suggested photo. The user should be able to simply accept the suggestion.

Workaround

Option 1 - Manually email the user, asking them to update their profile photo, and attached the photo to the email.

Option 2 - Claim the email domain of the user and manually update their profile photo (not possible in many cases).
