"Last Seen" in user management does not update when logging in with SSO

Issue Summary

Users who log in via SSO will not have their "Last Seen" updated for any of the products they access, leading to inaccurate understanding of how often users access products.

Steps to Reproduce

1. Open JIRA.
2. Login via SSO
3. Close the tab.
4. Open a new tab and access JIRA again.

Expected Results

JIRA would launch and when it logs in using the token stored it would update the last login data in the user management page.

Actual Results

JIRA will login successfully, but the last login data is not updated. If the user manually logs out and manually re-starts the entire login flow, then the data updates.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
